Article 279
Ratification, accession, acceptance or support of treaties or agreements
: (1) Ratification, accession, acceptance or support of treaties or agreements to which the State of Nepal or the Government of Nepal is a party shall be in accordance with the federal law.
(2) When enacting a law in accordance with sub-section (1), a condition shall be laid that the ratification, accession, approval or support of the following treaties or agreements shall be done by a two-thirds majority of the total number of members immediately existing in both houses of the Federal Parliament:-
(a) Peace and Friendship,
(b) Security and Strategic Relations,
(c) the boundaries of the State of Nepal, and
(d) Distribution of natural resources and their use. However, among the treaties or agreements of the subjects mentioned in clauses (a) and (d), the ratification, accession, acceptance or support of treaties or agreements of a general nature that do not have a wide, serious or long-term impact on the nation may be by a simple majority of the members present at the meeting of the House of Representatives.
(3) Any treaty or agreement entered into after the commencement of this Constitution shall not be applicable to the Government of Nepal or to Nepal until it has been ratified, acceded to, accepted or supported in accordance with this Article.
(4) Notwithstanding anything written in sub-sections (1) and (2), no treaty or agreement shall be entered into in such a way as to adversely affect the geographical integrity of Nepal.
